Los Angeles Sheriff Agrees to Oversight of Jails

LOS ANGELES—The Los Angeles County Sheriff’s Department will allow oversight of jails and adopt a new use-of-force policy to settle a class-action lawsuit brought by inmates who said they were beaten by guards.

The settlement, which is in effect a consent decree, was approved Tuesday by the Los Angeles County Board of Supervisors.

It doesn’t provide monetary damages and there is no admission of wrongdoing.

Two inmates sued former Sheriff Lee Baca for failing to end a culture of violence among deputies in the nation’s largest jail system.

Baca resigned as a corruption scandal engulfed his department and 18 underlings were indicted in federal court.

Lawyers for the American Civil Liberties Union say three court-appointed monitors will oversee the department.

A federal judge can intervene if the new sheriff doesn’t follow through.
